Since The Monster is based on Gaia, this shouldn't make the astrometry and better or worse, but it will make the ComCam pipeline a lot more portable, because only one refcat will need to be installed to run it.

The same overrides are already present in drp_pipe, but this is our current preferred home for the refcat override in particular. And putting them here will help out DM-47320.
